Human Friends Organization (HFO) has established Parliamentarians’ Caucuses at both federal and provincial levels, bringing together minority and Muslim members of the National and Provincial Assemblies to promote inclusive policymaking and strengthen the protection of minority rights in Pakistan. The primary objective of these caucuses is to encourage dialogue, collaboration, and legislative action on issues affecting religious minorities and other marginalized communities. By creating a platform for engagement between lawmakers, civil society, and affected communities, HFO aims to support the development of policies that promote equality, justice, social harmony, and protection of fundamental human rights.

Objectives of the Caucuses

The Parliamentarians’ Caucuses work to:

  • Promote pro-minority legislation and policy reforms
  • Strengthen protection of religious freedom and equal citizenship rights
  • Address discrimination and human rights violations against minorities
  • Encourage interfaith harmony and peaceful coexistence
  • Improve implementation of minority rights protections and constitutional safeguards
  • Advocate for equal access to education, employment, healthcare, and justice
  • Raise parliamentary attention toward vulnerable and marginalized communities

Building Awareness Among Lawmakers

These caucuses have proven highly effective in presenting the ground realities faced by minority communities to legislators and policymakers. Through policy dialogues, consultations, briefings, and evidence-based advocacy, HFO helps lawmakers better understand the challenges related to:

  • Misuse of blasphemy laws
  • Forced conversion and forced marriage of minor girls
  • Hate speech and religious intolerance
  • Social exclusion and discrimination
  • Underrepresentation in public institutions
  • Educational and employment inequalities
  • Violence against marginalized communities

By engaging directly with parliamentarians, HFO contributes to more informed decision-making and encourages effective, rights-based responses to minority issues.

Promoting Inclusive Governance

HFO believes that inclusive governance and active parliamentary engagement are essential for strengthening democracy, protecting human rights, and ensuring equal opportunities for all citizens regardless of religion, gender, ethnicity, or social background. Through these caucuses, HFO continues to build bridges between communities and policymakers, fostering cooperation, accountability, and legislative support for a more peaceful and inclusive Pakistan.
