Strengthening Human Rights Governance: Empowering District Committees and Provincial Task Force in Punjab

This program focuses on strengthening institutional mechanisms for the protection and promotion of human rights in Punjab, Pakistan. It supports the implementation and effectiveness of structures established under the Human Rights & Minorities Affairs Department (HR&MA), Government of Punjab.

The Government of Punjab constituted the Provincial Task Force on Human Rights under the chairpersonship of the Minister for Human Rights & Minorities Affairs, with the Additional Chief Secretary Punjab serving as Vice Chairperson. In addition, District Committees on Human Rights were established in all 41 districts of Punjab under the leadership of Deputy Commissioners.

These committees were created to monitor the human rights situation at district and provincial levels and to ensure the implementation of the National Action Plan on Human Rights across Punjab.

The Provincial Task Force and District Committees function as a coordinated institutional framework aimed at:

  • Monitoring human rights conditions across Punjab
  • Addressing violations affecting vulnerable and marginalized communities
  • Promoting coordination among government departments
  • Strengthening accountability and reporting mechanisms
  • Supporting implementation of national and provincial human rights policies
  • Enhancing awareness and protection of fundamental rights

Punjab has also developed a Provincial Human Rights Policy and Action Plan and established a Treaty Implementation Cell responsible for data collection, monitoring, and compliance reporting to the Federal Ministry of Human Rights.

The Provincial Task Force on Human Rights consists of 18 members and includes representation from 13 key provincial departments through their respective secretaries, including:

  4. Women Development
  5. Planning & Development
  6. Public Prosecution
  7. Local Government & Community Development
  8. School Education
  9. Higher Education
  10. Labour & Human Resources
  11. Special Education
  12. Industries, Commerce & Investment
  13. Information & Culture

Through this initiative, Human Friends Organization (HFO) aims to strengthen collaboration between civil society and government institutions, build the capacity of district committees, promote human rights awareness, improve reporting and monitoring systems, and encourage effective implementation of human rights commitments throughout Punjab.

HFO believes that strong institutions, active community participation, and accountable governance are essential for ensuring justice, equality, dignity, and protection for all citizens, especially religious minorities, women, children, laborers, and other vulnerable groups.
